Reflections and Measures on the Deepening and Enhancement of the Dual Prevention Mechanism in Power Enterprises

  • The dual prevention mechanism of hierarchical safety risk control and hidden hazard investigation and management, as a core measure for preventing safety incidents, has been implemented in the power industry for many years. However, in light of the inherent characteristics of the power sector—such as high-voltage risks, unplanned unit outages, wind turbine blade failures, complex maintenance operations, and the dispersed nature of renewable energy power stations—existing mechanisms have revealed deep-seated issues like static risk identification and ineffective management measures. This paper aims to systematically analyze the current state and theoretical basis of the dual prevention mechanism, proposing a comprehensive approach to further improvement from three dimensions:“management closed-loop, data empowerment, and safety culture.”A series of specific measures are designed around the PDCA (Plan-Do-Check-Act) cycle. Through practical cases from China’s Three Gorges Group in hydropower stations, wind farms, photovoltaic power stations, thermal power, concentrated solar power stations, and energy storage stations, the effectiveness of the proposed strategies is demonstrated, providing theoretical references and practical pathways for power enterprises to establish more scientific and efficient safety management systems.
