Optimization Design and Practical Application of Information Platform for Bidding and Procurement of Electric Power Materials

  • Against the backdrop of the digital transformation of the power industry and the accelerated implementation of the new policy of intelligent bidding and tendering, the traditional bidding and procurement model for power materials generally suffers from problems such as scattered processes, inconsistent standards, low level of intelligence, difficult supervision and traceability, and prominent data silos, which are difficult to meet the needs of highquality construction and compliance control of the power grid. To address the aforementioned pain points, this article focuses on the management of the entire lifecycle of power material bidding and procurement. In accordance with the requirements of the“Implementation Opinions on Accelerating the Promotion and Application of Artificial Intelligence in the Bidding and Tendering Field”(NDRC Regulation 2026 No. 195) issued by eight ministries and commissions, the overall optimization design of the power material bidding and procurement information platform is carried out, and an integrated platform system is constructed, which includes“full process online, highly structured documents, intelligent evaluation, penetrating supervision, integrated data, and secure controllability”. Through practical application in a provincial power company, it has been proven that the optimized platform can significantly improve procurement efficiency, compress business cycles, reduce compliance risks, strengthen process supervision, and release data value. It provides a replicable and promotable practical path for power enterprises to implement intelligent new policies and promote digital upgrading of bidding and procurement.
