Abstract:
In the context of the new power system, the distribution network is evolving towards active, flexible, and diverse collaborative directions. Engineering cost management is facing adaptability challenges such as complex cost composition, increasing project uncertainty, single benefit evaluation, and prominent data silos. The current cost management system, which focuses on static quotas, rigid control, and minimizing investment, is no longer effective in adapting to new scenarios such as distributed power access, intelligent device applications, and multi-party cost sharing. This study proposes a reconstruction path for cost management paradigm from four dimensions: objectives, subjects, tools, and mechanisms, providing theoretical support for improving the adaptability and scientificity of cost management in distribution network engineering.
